Hakuoki was also ported to the DS. That would have been my personal console of choice, and the DS is likely in more female hands on this side of the ocean than the PSP. Which is why their decision to bring over the PSP version is a bit puzzling.
So, the otome game is Hakuoki for PSP? but..

PSP is region free. I suspect that has a lot to do with it. While NDS is also region free, I believe the games are region locked.
With PSP, they can sell the English translated games to a broader audience without having to worry about doing "official" releases for certain countries.
I do think DS would have been a better choice between the two though, but you also have to realize that Nintendo is a very "family friendly" portable in the USA and Hakuouki might be a little out of place amongst Harvest Moon and Princess Debut.
Which is sad since those fans, assuming they are old enough, would probably love Hakuouki.
@animelly - if the PSP 3000 is out of your budget, try waiting for black friday , or sometime around the holidays, you can usually get good deals on electronics then and may be able to snag a used one for a good deal. EB/Gamestop also sends out coupons that you could use in conjunction with the sale. or do it the old fashioned way and shop craig's list. where there's a will, there's a way, right?

I don't mind it being released on the PSP. In fact, that's the console I would have preferred it to be on had it been released for say, the DS.
The PSP also seems to be the de facto console for otome games in Japan. All of the new releases are put on that.

Also I just purchased a 3DS so I don't plan on purchasing Vita anytime soon. I tend to buy systems with the idea of what games I'll play for it. For instance the 3DS will be having Harvest Moon later and the recently announced Rune Factory 4 (which I'm 99% sure Natsume would localize both). Vita has yet anything if at all yet and even if it did what are the odds of it being localized? PSP DOES have a lot of games out for it, yes, but not here. Prime example is Growlanser like I said earlier.
Nintendo is really being stupid lately, putting a region lock on the 3DS seriously what the.... If Sony ever does this with the PSP or the PS3 via a firmware update Im going to throw either or both through a window

Uhh the reason they released Hakuoki was because it was voted on in their survey, also they asked which system everyone'd like to see it on, so there is no mystery there.
Also I heard Sony got a bit more relaxed on the PSP releases because they see the PSP as a dying system. YOu probably might not see any otome games for the Vita or the PS3 unless Sony reconsiders. Even then Sony likes to have a dub available for the game (mind you that means you can still get JP voices BUT only if they fit on the disc/card/media). I'm not sure though if it's a digital distribution only that they get a bit relaxed (Example is the Japanese voiced only/PSN only Wizardry:Labyrinth of Lost Souls). Then again XSEED might have asked pretty please and gave Sony a bag of money.
That being said, I'm not buying any otome game unless it has Japanese voices. That's my stance on any game.
