I'm going to have to ask both of you: what exactly can consoles offer over PCs? I can't think of anything.
Mobility, for one. Sure, I have a few Steam games and VNs on my laptop, but it's no powerhouse. Even if it were, as much as I love to play on the floor laying on my tummy looking at the screen I also like the way my TV set is laid out. (I think you can use cables to have the PC screen show up on TV monitors. I don't think I'm properly equipped, though).
Also, my main PC, while competent, holds way too much valuable assets that I do not want to just chug around just anywhere for gaming, even inside my home.
With consoles, like Magna touches on, you plug in and play. Take the system to the living room, to the bedroom, to the bathroom, to a friend's place, to anywhere with a proper set up and you're good to go. I think it's a matter of convenience within being convenient. If you're just going about with just games, I think consoles are the preferred way to go. I don't know many who are as acquainted to PCs as it is.
I used to be exclusively into PC games years back. In fact, when I gave up on console systems for a while it was PC games that brought me around a bit and kept me occupied.
I think what I also want to see from console makers is their support for developers to make the games they want to make. Think like Bit.Trip or Katamari. I'm not sure if those games would have had an impact if they were PC games. While PC games can be stretched to do practically whatever they want (Valve is doing an amazing job of keeping L4D2 alive with add-ons) I think there is a different push on what is expected and obtainable on one platform over the other. The whole HD thing is a blessing and a curse to me 'cause while it allows to add oomph to the experience, I want to see the focus on what is brought from the experience. Not being a visual guy it has be more than just graphics, etc. You can make the game look immerse, but really what I'm seeing from games these days is nothing too far from something like, say, Mega Man Legends.
To answer your question of whether I would like Tales more if on PC, probably not. I'm not "conditioned" to intake a game like that on PC. Are there games like that on the PC in the first place? I think the mental environment of how the games is made and played is totally different, at least in my eyes, so I may not be ready to try something like that on PC.
I guess as to what I'm getting at here is that to me there seems to be a limit to even customization. With the support of console systems I think the focus of a game could benefit from being taken a different approach, in playing and in presentation. With the whole cross-platform thing still going on, that may change in time. At that point, I think I may actually just prefer the one console that meets my needs. If/when that comes to more crossings of consoles and PC, we'll see. Like I always say, though, I'll go where the games I want to see go. I've seen great things from both, so I can't swear one over the other.
One important thing, though; consoles have to do away with region-locks, man. What the freak? They treat some of these games like refugees or something >:(
