When localizing a game with "guest" characters that do not inherently belong to the company that made the game, would the localization company have to get permission from the guest characters original makers as well? For example, let's say Soul Calibur V was going to be released only in Japan, and a company decides to bring it over to America. Would permission have to be gained from both Ubisoft (Ezio) and Bandai-Namco (The makers of the game itself)?
Or a game like Jump Ultimate Stars? Would permission have to be gained from literally every creator just to translate it?
