Has anyone else gotten this problem? When i level up my (around level 300) my left over pp isn't adding to the pool. my pp pool has been stuck 16 for about 30 something levels now. Only thing that has been adding to my pp pool has been titles.

MemberI don't think leftover PP ever added to the pool (even starting at level 1). PP was only increased by specific PP-giving events like bosses, titles, etc.
Your characters will keep their own PP leftovers that cannot be added to the pool except starting a new game with Clear status. An example of the leftover...you level up and get 10 points, you increase strength at a cost of 8 points leaving 2 leftover, the points stay with that character so when you level again and get 10 points you now have 12 points to spend.
