PS3 users will be getting a number of DLC in-game content packs for free. A digital download soundtrack is an interesting idea, though. I'm not sure what the logistics of that might be. I'll talk to my co-workers in the know on Monday, and see if I can find out if that might be a possibility.

I will look into this on Monday, but my completely unofficial guess would be "maybe". I believe that we released some BlazBlue DLC that was (eventually) available in Mexico, but I'm not sure if a) we really did and b) if this would fall under the same sort of thing. I will try and get an answer for you next week, and hopefully it will be positive.
I believe the lack of content on the Mexican PSN is because a lot of companies (i.e., us) are only authorized to distribute to certain regions of the globe--North America, for instance. There are reasons this makes sense from a physical product standpoint (customs fees can get prohibitively high), but the model seems, as I'm sure you would agree, a little out-dated when it comes to digital content. Of course, I--sadly--do not get to dictate policy, but I will see what I can find out re: your concern.
