Is Hakumen and V13 going to have to be downloaded or are they going to be included on the game disk? I was just wondering because in GG2 Raven had to be unlocked through DLC despite him being in the game already.

They are going to be unlocked from the start. In the podcast they said that if they have to be unlocked in the Japanese release of the game they would make sure to have them there from the start for US version. The only unlockables would be the boss versions and any other weird variations of the characters.
