I would blame gamestop being slow on preorders with niche games on ones like Fable 3. Games with large fanbases like that series has are high priority compared to fans of niche games since they'd serving a lot of people and already are pretty busy, so it probably is due to gamestop getting as much satisfaction from as many people as possible.

The have been offering pre-order for it months ago. Hell, they've been taking pre-orders for Final Fantasy Versus XIII since before the release of Final Fantasy XIII. If the game is on their system, you can pretty much walk in and pre-order at any time before release.

and taking pre-orders that far ahead doesn't mean most people actually do it since people have a tendency to procrastinate.
