1. Makoto's overall MO is largely unchanged; the only nerfs that *really* hurt her IMO are the losses of Asteroid Vision canceling and throw canceling. She still has the second fastest jab in the game, she retained her B&B ground chain and her C.Upper/launcher combos for midscreen. Her major casualties were her high-damage 3C fishing, corner combo potency, and grab setups from midscreen. Mostly just damage.
She lost a lot of combo flexibility, but most of it was a wash because very little of it gave her any new opportunities for mixup/resets or better positioning in the first place. Her corner combos may have been nerfed, but her corner(and 3C) combos were honestly pretty dumb and fast approaching the critical level of "My execution is on this level, so I deserve this much damage" as the only real justification as how absurd they are (I don't know about you, but I hate it when Litchi players try to bring this notion up after landing itsuu/whatever into 4.6k+ and Great Wheel oki).
If your complaint about Makoto losing damage is that damage was the only thing that made Makoto good, we have yet to find out how much damage she can deal/how easy she can deal it relative to the rest of the cast in actual matches yet.
2. There are only 3~4 characters in the cast that definitively can say that the changes are a net gain to them. Everyone got nerfed; some harder than Makoto. Nearly every combo that relied on a loop is dead. Midscreen combos were reined back. Corner combos were toned down. Some characters lost their B&Bs; others can't even do real damage unless they're near a corner or have 50 Heat period. The only character right now that can claim doubtlessly that "I do more damage than I did pre-patch" is Rachel. Jin and Carl can probably claim that they have better setups/control overall, but probably not more damage. Nearly everyone else lost damage and moves/techs vital to the way they previously were played, and only very few gained anything to compensate(I suppose Noel would come to mind here).
3. All of these changes are the equivalent of BBS hearsay and are also subject to change because we haven't seen the final build yet. There was already that fake "Gauntlet Hades hits mid instead of being an overhead" fuss, as well as 'Bang lost his basic gatling' being proven false via loketest video.
And lastly, nobody has spent enough time playing any of the loketest builds to definitively know exactly what changed for any character, let alone all of them--or where those changes actually leave that character relative to the rest of the cast. This includes Makoto and Valkenhayn.
tl;dr - Save the whining for when BBCS2 actually comes out.
